The AVP is committed to a policy of deterring the dangerous and predatory nature of people-smuggling which is recognised as a serious and organised crime. Criminal elements promise their clients from war-torn and low socio-economic nation-states a better life in Australia but use unsafe and cruel methods to accommodate and transport vulnerable people. People-smugglers prey on the misfortune of others and place their customers at considerable risk of paying the ultimate price with their lives and that of their families.

The AVP supports off-shore processing as a deterrent to people-smuggling activity. History has shown that off-shore processing has proven to be an effective measure to reduce the client base of people-smugglers.

The AVP has a policy of treating all those who come to this country by any means, whether illegally or legally, with respect and dignity in accordance with Australia’s key values. Our policy requires a maximum processing time of two years from the time of arrival in Australian territory to the time an individual exits detention accommodation. Where possible, the AVP prefers that people seeking a better life in Australia are allowed to stay and contribute to improving our way of life following a period of orientation and preparation for life in Australia. This of course will depend on the personal circumstances of every individual. Alternatively, the AVP accepts that not all persons arriving illegally meet Australia’s entry requirements and therefore, those persons may be resettled in another country.

The AVP supports harsh penalties for those found guilty of people-smuggling. Our policy supports the funding of resources to enable our law enforcement and intelligence agencies to combat people-smuggling and endorses a framework of cooperation with neighbouring nation-states to shut down people-smuggling networks through-out the Indo-Asia-Pacific region.
